Rules & Regulations
Applications
- The entrance fee is set at 50,000 baht per team, plus a 10,000 baht deposit/bond for disciplinary control (details in disciplinary section). This bond will be returned after the end of the season as according to the fine deducted record.
- Each team must submit the application form with player names and photos, during the team application period from November 1 – 22, 2009.
- Each team must provide a number on the jersey of each player accordingly, and such number can not be transferred during the season. New players replacing existing players must be designated with a new number or properly registered during the registration window.
Registration & Regulations
- The player registration period is open only twice throughout the season. The first registration period will be from November 1 – 22, 2009 The Second registration period will be from February 1 to February 28, 2010. Players cannot be registered outside of player registration periods.
- No professional or semi-professional players are permitted to play in the League. For the purpose of this league, “professional or semi-professional players” shall include, but are not limited to, all players who one year prior to or during the course of the League season are contracted to play for any team in any of the following competitions: Thailand League, Division 1 through 2 or any other professional competition or one-off match as the Chang League Committee sees fit. Players who become professional or semi-professional during the course of the season may take no further part in the League during that season. Member teams shall take full responsibility for ensuring that all of their players are eligible to participate in the League. If any team is found to have used an ineligible player in a League match, that match will be awarded as a 3-0 win to the opposing team. The Chang League Committee may at its discretion recommend that further sanctions be imposed. Such sanctions may include, but are not limited to, fines, suspensions, deduction of points, and expulsion from the League.
- Member teams may register up to 40 players by submitting a copy of passport/ID card (must be able to see the picture and information clearly) and two photos to the Chang League Committee. Registration of all players should be completed by the deadline above. Registration of players is considered complete only when ID cards/Passports, two photos and uniform number has been submitted. Numbers on shirts and shorts must be the same. If a team has two uniforms, each player must have the same number on each set, as registered. Numbers on the shirts must be the same as numbers on the pants, if any. New players registered in the second registration period must not have the same shirt number as players registered in the first period even if the player registered in the first period is no longer on the team.
- Unregistered players are not permitted to take part in a League match. If any team is found to have used an unregistered player in a League match, that team will be deducted 6 points and that match will be awarded a 3-0 win to the opposing team. In addition, the team will be fined for 2,000 baht, which will be deducted from the bond.
Format & Rules
- League matches are divided into two halves of 45 minutes each, with a 10-minute break in between halves.
- 3 points will be awarded for a win, 1 point for a draw and no points for a loss. If teams are equal on points, league positions will be decided by goal difference, followed by goals scored, followed by results between the teams.
- The match format is comprised of Home & Away fixtures for each of the 10 teams. Each team play 14 games of 90 minute 56 matches (45 minutes each half plus 10 minutes half time). The match schedule totals 90 matches in all.
- Before each match, each team must submit to the referee, the list of players and substitutes to be fielded. Teams may register a maximum of 19 players per match, of which 8 players may be substituted. A player that has been substituted may not re-enter the match.
- Teams must field a minimum of 8 players before a match can start. Once 8 players are present at the ground at the scheduled kick-off time, the game must commence. Any Team failing to field 8 players for any match at the scheduled kick-off time (or not more than 15 minutes thereafter) will forfeit the match 3-0 and may not be considered for participation in the league the following season. A 2,000 baht fine will be deducted from the bond accordingly. The referee will be responsible for deciding when a match is abandoned. Regarding kick-off times, should a full team ready to compete wish to not accept a forfeit from an opposing team that is not complete, the referee will reduce the period of play in the 1st half accordingly so that the match will end with no disruptions to the next match kick-off time (Note: In such case, the final score will be recorded as the final result in the standings). If match commencement is delayed due to bad weather, an ongoing match on the same pitch or by any means, the original kick-off time will still apply as a basis for determining late team arrivals.
- The maximum of 15 minute delay period is allowed.
Fixtures
- Each game will be played at the RBSC pitch on Tuesdays and Thursdays
- There are 2 kick-off times, 6:15 pm and 8:00 pm
- The final Fixtures will be announced 2 weeks prior to the opening of the league
Uniforms
- Each team must submit the color of its uniform before the start of the league.
- All players on the field must wear their designated uniforms (shirt, shorts and socks) with numbers (similar color uniform is not sufficient and unacceptable).
- Numbers on the jersey and pants (if any) must be the same. The numbers must match with the registered numbers.
- Players who wear incomplete uniforms will not be allowed to play in that particular game.
Disciplinary
- Any player who accumulates a total of three Yellow Cards in three separate League games during the course of the season will incur a one-match ban with immediate effect.
- Red Card – immediate sending off and is banned for the next three matches. Yellow Cards accumulated prior to the immediate Red Card will still be subject to clause 1 above.
- Yellow – Red – 2 yellows in one game will receive a two match ban with immediate effect.
- If any team is found to have used a suspended player in a League match, that match will be awarded as a 3-0 win to the opposing team and a 2,000 baht fine will be deducted from the bond.
- Each team will be trusted to field eligible players and should keep a record of the status of their carded players. However, in the event of a complaint that is supported by credible evidence, the team at fault will automatically lose the match, 3-0 and a 2,000 baht fine will be deducted from the bond.
- All Chang International Football League Committee decisions are final.
Others
- Any team wishing to postpone a match must notify the Chang International Football League Committee at least 7 days in advance. If the Committee is notified less than 7 days in advance, the scheduled opposition team will have the option of accepting a 3-0 walkover or allowing the match to be rescheduled at their convenience but as approved by the Committee. Request for rescheduling of matches will be considered by the Committee based on availability of the ground and at convenience of opposing team. The decision of the Committee is final.
- Apart from any exceptions noted above, normal FIFA rules will apply on the field of play.
- All teams are reminded that the RBSC prohibits players from taking off their shirts for lengthy periods of time while on the RBSC playing fields and surrounding areas. All visiting teams will have designated dressing rooms and are prohibited from using the dressing rooms of the RBSC members, unless those players are RBSC or Polo members, All players and visitors must respect and abide by the RBSC rules and regulations while on the Club premises.
- In cases of serious misconduct involving players or supporters of member teams, either before, during or after a League match, either on or off the field of play, the Chang International Football League Committee in conjunction with the RBSC Soccer Committee, at their discretion, may ask to hear representations from the party or parties involved in such an incident, as well as from the match officials. If a party is found guilty of serious misconduct, the Chang International Football League Committee may impose on such party sanctions as it sees fit. Such sanctions may include, but are not limited to, fines, suspensions, deduction of points, and expulsion from the League. The decision of the Chang International Football League Committee is final.
- All players of the visiting teams who are non-RBSC members must not walk around the club or entering other club facilities beside football field and the designated dressing room.
- Awards will be presented to the winning team, the player with the most goals, and the team with the best fair play record (determined from the least number of yellow and red cards accumulated throughout the league season).
Bond
Purpose: to have bond as a deposit
- To keep all players and all teams in proper disciplinary order.
- Violent conduct control.
- To create a well organized tournament with higher standards.
Cases in which bonds deducted:
- The accumulation of 3 red cards on a team.
- The accumulation of 9 yellow cards on a team.
- Fielding unqualified players (not registered / suspended / incomplete uniform / players who fall into clause No. 2 of the Registration clause).
- Failing to field a team as scheduled, showing up late for a match and having to forfeit a match.
